The FY 2023 Omnibus Appropriations Bill, which was enacted into law on December 29, 2022, granted USAID a temporary authority to use program funds to appoint and employ personnel in the excepted service to respond to and prevent foreign crises and contexts with growing instability. This new Civil Service Excepted (CSE) authority allows USAID to establish non-permanent positions in the Bureau for Conflict Prevention and Stabilization’s Office of Transition Initiatives (CPS/OTI) in addition to two other USAID bureaus.
