USPSC Application Guidance

Before you prepare your offer, please review the Education/Experience Requirements and Selection Factors shown in the position solicitation. If you do not meet all of those requirements, you are not considered qualified for the position and you will not be selected.  OTI Recruiters are available to assist you with the offer process. REQUIRED DOCUMENTS

Please note that some solicitations may have slightly different requirements from the typical ones shown below. In case of differences, the posted solicitation is the document that governs. 

Offerors interested in applying for positions MUST submit the following materials:

(1) Complete resume. In order to fully evaluate your offer, your resume must include:

      (a) Paid and non-paid experience, job title, location(s), dates held (month/year), and hours worked per week for each position. Dates (month/year) and locations for all overseas field experience must also be detailed. Any experience that does not include dates (month/year), locations, and hours per week will not be counted towards meeting the solicitation requirements.

      (b) Specific duties performed that fully detail the level and complexity of the work.

      (c) Names and contact information (phone and email) of your current and/or previous supervisor(s).

      (d) Education and any other qualifications including job-related training courses, job-related skills, or job-related honors, awards or accomplishments.

      (e) Country of citizenship (US citizenship required for all USPSC positions)

(2) A supplemental document may be required to address Evaluation Factors (EFs) shown in the solicitation. Review solicitation for specific requirements. 

No exceptions to the minimum document submission requirements will be allowed. Your resume should contain sufficient information to make a valid determination that you fully meet the experience requirements as stated in this solicitation. This information should be clearly identified in your resume. Failure to provide information sufficient to determine your qualifications for the position will result in loss of full consideration. 

Additional documents submitted beyond these two requirements will not be accepted. Incomplete or late offers will not be considered. Offerors being considered for the position may be asked to submit references, proof of academic credentials, or a writing sample, and will be contacted directly by the recruiter.

All offer materials must be received by the closing date and time listed on the solicitation - there are no exceptions. Offerors are responsible for confirming that their complete offer package was received by OTI before the deadline posted in the solicitation - it is recommended that offerors contact the recruitment team directly to confirm receipt. Offerors can except to receive an email confirmation when offer materials have been received.

(3) USPSC Offer form AID 309-2.

Please note: Offerors are required to complete sections A through I. Due to COVID-19 and limited access to equipment, we are currently accepting electronic signatures on the AID 309-2 form.

SUBMITTING YOUR OFFER

We accept offer materials by email, mail, and hand delivery. Offerors can except to receive an email confirmation when offer materials have been received.

(1) Submit by email - Offer materials can be sent as attachments to otijobs@usaid.gov. Please indicate the position and solicitation number for which you are applying in the subject line of your email. 

Note: OTI periodically searches its database for potential candidates for competitive and non-competitive PSC positions. By submitting your resume and/or offer materials, you agree to allow these documents to be included in our database searches.

 

ADDITIONAL JOB RESOURCES

Many PSC positions require experience in the field of international development and/or humanitarian assistance. Many OTI positions require project management experience. Other positions may require a minimum of 2-3 years of international experience in humanitarian assistance. We recognize that this can be a difficult hurdle for offerors, especially new college graduates. Therefore, we provide the below resource to assist in your search to obtain the required experience.
