The OTI Deputy Country Representative – Ethiopia - is a member of the Conflict Prevention and Stabilization (CPS)/OTI South and East Africa (SEA) Regional Team, and reports to the OTI Country Representative in Ethiopia. The Deputy Country Representative principal responsibility will be development, oversight and management of USAID/OTI's Ethiopia country program. The incumbent will be called upon to support the OTI Country Representative with managing an implementing partner and may be called upon to represent OTI’s program to local partners, senior-level U.S.
The Country Representative is a member of the Bureau for Conflict Prevention and Stabilization (CPS) Office of Transition Initiatives (OTI) Asia Regional Team, reports to the OTI Regional Team Lead or their designee and will initially be worldwide but will be reassigned to a post in Southeast Asia upon the receipt of a NSDD-38. The incumbent may be required to travel regionally as necessary.
The OTI Deputy Country Representative – Burma is a member of the Conflict Prevention and Stabilization (CPS)/OTI Asia Regional Team, and reports to the OTI Country Representative in Burma.
The Advisor will deliver technical expertise, consulting, training and development, and other services based on the specific needs of the M&E and Media teams, on behalf of OTI country programs undertaking media and communications programming.
Nickol Global Solutions (NGS) seeks to engage a technical assistance M&E Advisor (consultant) under a support contract with USAID’s Office of Transition Initiatives (OTI) within the Bureau for Conflict Prevention and Stabilization (CPS). As part of USAID, OTI supports U.S. foreign policy objectives by helping local partners advance peace and democracy. OTI provides fast, flexible, short-term assistance targeted at key political transition and stabilization needs. Specifically, NGS provides staff for OTI’s Monitoring and Evaluation (M&E) team.
The unit lead manages three contracts specialists and one contracts assistant to support the full acquisition lifecycle of approximately 12 new USPSC awards and 60 anniversary modifications each year conducted in accordance with FAR Part 15, AIDAR Appendix D, and ADS 309. The role works in the post-selection pre-award phase of the lifecycle in close cooperation with the USPSC recruiting team and with post-award administration. The role is matrixed with accountabilities both to the Contracting Officer (CO) and the technical office (OTI).
